The UK and US have established a major bilateral deal that will keep zero duties on UK drug products going into the American market.

Agreement Details of the Accord

As part of the deal, the UK has agreed to boost funding on medicines through the NHS. This move secures that tariffs on these vital exports will remain at zero for a duration of three years.

This development comes after earlier warnings to hike tariffs on patented drug products, with potential rates floated up to double the cost.

"This arrangement with the UK reinforces the worldwide climate for new treatments and brings long-overdue balance to transatlantic medicine commerce," an announcement noted.

Commercial Significance

Pharmaceuticals represent one of the the United Kingdom's most significant export categories to the United States, which is easily the primary buyer for large companies like GSK and AstraZeneca.

Export figures show that in the 12 months prior to the third quarter, the UK sold pharmaceutical products totaling billions to the US. This figure represented a significant portion of all goods exports in that period.

"This deal safeguards employment, boosts funding and paves the way for the UK to become a international leader for medical research," a government official remarked.

Detailed NHS Changes

The pact entails several key changes from the UK:

  • Revised Affordability Limit: The UK will lift the price threshold at which it considers new treatments to be unaffordable by a quarter.
  • Boosted Medicine Funding: There is a target to raise total public funding on treatments from 0.3 percent of GDP to 0.6 percent over the following ten-year period.
  • Payback Limit: The amount drug companies must pay back to the NHS to prevent overspending will be limited at fifteen percent. Previously, repayments topped 20%.

Recent Tensions

This agreement comes amid a ongoing row between the sector and the British authorities over spending levels and regulatory access.

These tensions were exacerbated by arguments that US patients were paying a premium for the same drugs than patients in the UK and Europe.

Recently, several significant pharmaceutical investments in the UK have been delayed or scrapped, while multi-billion-dollar investments have been pledged toward projects in the United States.

A senior figure stated that the NHS needed to invest a greater share on drugs, noting that its expenditure on drugs had shrunk as a proportion of its overall budget over the past decade.
